Public Servants?

Dear Sir,
"Firms Using Roadside Advertising to be Fined"; "Crackdown on Unofficial Cones": two headlines from recent editions of the Mercury.
Wouldn't it be nice to see alternative headlines, such as "Council to Help Local Businesses Advertise", or "Residents Parking Scheme to Relieve Parking Problems for Locals"?
The late, unlamented Teesdale Council was notorious for its officious, pettifogging, bureaucratic, obstructive, arrogant, conceited, bumptious, overbearing, pompous attitude to local businesses and residents. Now though, we have a new, improved, Council, whose "mission statement" is "We provide services to all parts of the county to meet the needs of our residents and help everyone in County Durham to achieve their ambitions".
Plus ca change, plus c'est la meme chose, as the French would have it...
What will it take to make these "council officials" to realise that they are the servants, not the masters, of the businesses and residents of Teesdale, the people who employ them?
I'm still up for that revolution - anyone else?
