Why do other towns have better facilities?

MR Joe Akers, in his letter (Teesdale Mercury, October 3), makes several provocative statements.
For example, he challenges us to think of one town the size of Barney with more than one public toilet.
The first town to spring to my mind was Richmond, which is slightly bigger, but otherwise is comparable in every way: historic dales market town attracting large numbers of tourists.
From memory, I think there are five public toilets in Richmond; one next to the tourist office (with attendants), one in Nuns’ Close car park, one in Culloden car park, one next to the waterfall, and one in the town centre.
Another dales town, quite a bit smaller than Barney, is Leyburn, which has two sets of public toilets. In addition to this, even very tiny villages in Swaledale have public toilets, such as Gunnerside and Keld.
Another point is whether the toilet in Morrisons car park is easy to find.
I could find it easily, but could a complete stranger who is parked in the Market Place find it that easily?
Finally, it is a shame that Teesdale council, which could improve facilities for tourists by providing more toilets and car parking, has no money available for this, but Durham County Council, which apparently has money to burn, is not allowed to spend it on amenities, but can waste it on frivolous projects such as the gateway.
